Resident- envisioned Community Action Plan (RECAP)

The Process of Cultivating Community Heart & SOul

This entire project, including the development of the community action plan, has been approached using the Orton Family Foundation's Community Heart & Soul®  model for resident-driven, asset-based community development (ABCD). This method is championed in Pennsylvania by the Pennsylvania Humanities Council.  The Community Heart & Soul®  model is a 4 Phase method focused on engaging a community's residents through conversational story gathering to find what they love and then why through open-ended conversations.  These practices establish policies that promote trust, transparency, and bridge-building. The continued and repetitive work through the model cultivates the trust and connections necessary to find and include often overlooked and missing voices in the planning and decision-making process.

Phase 2 efforts involved engaging with residents about what they love about Cam Co to find the themes that unite us and draft our Cameron County Community Value Statements.
 Phase 3 efforts involved envisioning what the future might look like, if we accepted our Value Statements as our Non-negotiable Common Ground and acknowledged our collective Hopes and Concerns to create Calls to Action that would make for a future Cam Co we can be proud to call home. Ideas were prioritized by residents and then put into a Weighted Decision Matrix. These are the Action Items included in the Draft Cameron County Project - RECAP.

Why is this the draft version?

Phase 4 work will involve engaging with area stakeholders and decision makers to hear what work they're doing in the areas resident's prioritized, presenting the calls to action resident's voiced and asking them to rate resident ides for Feasibility and Equitable Community Investment. 
Their work, ratings, and input will be added to the Action Plan as we build the collaborative coalitions, matching residents with stakeholder partners implement these Calls to Action.
These partners will be invited to join the Project's Stewardship Committee, charged with overseeing the Heart and Soul work, Resident Voices and Ideas into the future.
